Extended Producer Responsibility (EPR) is one of four ongoing areas of reform to the UK & Resources Waste strategy alongside Deposit Return System, Plastic Tax and consistency of waste collections, which will be implemented by 2023 and will effect huge change for those whole place packaging onto the UK market.
EPR proposes that those who place packaging on to the UK market should be responsible for up to 100% of the costs of recycling these materials, in line with the polluter pays principle. The policy seeks to reduce the amount of unnecessary and difficult to recycle packaging and increase the amount of packaging that can and is recycled. It suggests that the full net costs of managing packaging waste are placed on those businesses who use packaging and who are best placed to influence its design.

EPR in place, legislative changes introduced
Extended Producer Responsibility will impact significantly on packaging producers. Possible changes include:
– An increase in how much producers pay for packaging compliance – estimated to be ten times the price of compliance in 2017.
– Modulated fees.
– A single point of compliance.
– Changes to the de minimis threshold.
– Different data reporting systems.
– Significant transitional issues around funding and application of a new system.
