Why doesn’t the UK have EPR already?

The UK already has a system of producer responsibility set out in the packaging regulations, where business that produced or handle more than 50 tonnes of packaging and have a turnover of more than £2 million must comply with the Producer Responsibility Obligations (Packaging Waste) Regulations. These regulations require companies to finance the recovery and recycling of packaging materials in proportion to the amount they have placed on the market and have been established for the past 24 years.

However, these regulations do not cover the full net cost of disposal, collection and treatment of packaging.
