How will there be a ‘clear economical advantage’ for those who adjust their plastic packaging to include 30% recycled material?

The intention of the plastic tax is quite simply to make it a cheaper option to use more recycled content by taxing heavily items that don’t contain enough recycled content.  

The clear economic advantage will be for those who incorporate recycled plastic into their packaging, or move to using other materials to be exempt from the 200 pound per metric tonnes of plastic packaging placed on the market.
